What to Know About Manufactured Homes in Arizona

Manufactured homes are a bigger part of the Arizona market than most buyers realize, especially in mountain towns like Payson where they make up a large share of the affordable and move-in-ready inventory. This post covers the basics in plain English: what a manufactured home is, how appraisals and financing treat it, and what to verify before you make an offer. It is general education, not legal or financial advice, and Steven Barnaby of eXp Realty is happy to go deeper one-on-one.

First, the definition

A manufactured home is built in a factory to the federal HUD code, which has applied to homes built since June 1976, then transported to its site. It is different from a modular home, which is built to the same local building codes as site-built homes. The distinction matters because lenders, appraisers, and insurers each treat the two categories differently.

The "shell" question

Around Rim Country you will see listings for manufactured homes "with a shell built around them" or with permitted add-ons: a garage, a carport, a covered porch, extra square footage. Those improvements, when properly permitted, are exactly what make a manufactured home feel and appraise like a regular house.

The key word is permitted. Before you get attached to any listed improvement, ask the seller's agent for the permit records. A 1990 garage with a permit is an asset; the same structure without one becomes a problem at appraisal and closing time.

Appraisals and square footage

Lenders lean on the appraised square footage, not the gross estimate or the floor plan math. That is why a well-maintained manufactured home with documented add-ons can appraise well above intuition, and why a listing that advertises "appraised at 1,084 square feet with permitted add-ons" is speaking the appraiser's language. Condition counts: newer roof, newer heating and cooling, newer floors, and updated bathrooms and countertops all show up in the appraised value.

Financing options exist, with rules

Financing a manufactured home is not the minefield it used to be, but it still has rules. Options can include FHA and VA programs, USDA rural loans where eligibility allows, and conventional loans. The big variables are the home's age, whether it sits on a permanent foundation, and whether the home and land are titled together as real property.

Practical tip: get a lender who has actually closed manufactured-home loans in Arizona, ideally in mountain counties, and confirm the financing path before you write an offer. The pre-approval letter should name the property type.

Insurance and upkeep

Manufactured homes are insurable, and in the mountains the questions to ask your carrier are about wind, snow load, and freeze risk rather than the home type itself. Well-maintained homes with newer roofs and heating systems quote more favorably, another reason documented 2020-updated homes stand out in this market.

Resale reality

Condition is the whole game on resale. A clean, updated, permitted, all-electric home in a good central location holds its value and turns quickly, particularly at 5,000 feet where a warm, dry, single-level home is exactly what retirees and weekenders are hunting for. The current listing at 510 E Evergreen St in Central Payson checks those boxes: full fenced yard, two sheds, carport and garage, no HOA, and every system updated in 2020.

Bottom line

Manufactured homes offer the most square footage per dollar in Rim Country, and with the right permits, appraisals, and lender, they buy and sell like any other well-kept house. The homework is the permits and the appraisal; the reward is a genuinely affordable, move-in-ready mountain home.
